The Top 10 European Cities for Proposals in 2025

Research from Queensmith states that over half of proposals (53%) take place abroad, with December the most popular month for engagements. With winter approaching, many people are searching for the ultimate destination for a proposal. 

So, where is the best engagement spot? Travel experts at Iglu Cruise have revealed the top cities in Europe to propose, for those looking for a romantic city break to pop the question.

The team researched 30 of the most romantic cities in Europe and used TripAdvisor data to calculate the following in each city:

  • Percentage of romantic restaurants (out of all restaurants in the city)
  • Percentage of romantic hotels (out of all hotels in the city)
  • Percentage of things to do for couples (out of all things to do in the city)
  • Average annual rainfall 

Each city was scored out of a possible 40 points overall. Here are the results:

1. Ibiza Town, Spain

In first place, scoring 31 points out of a possible 40 is Ibiza Town, Ibiza. Ibiza Town offers numerous picturesque locations ideal for a memorable proposal. The old town, a UNESCO World Heritage site, features quaint cobblestone streets, secluded plazas, and views of the blazing Balearic sunset from the city walls. TripAdvisor recommends a sunset boat trip as one of the top things to do for couples, specifically to Formentera, a small neighbouring island located just south of Ibiza, for secluded swims, romantic picnics and private excursions. 

Ibiza Town is also home to numerous luxury restaurants and high-end hotels with perfect proposal panoramas. La Gaia, in the Ibiza Gran Hotel, is the top-rated romantic restaurant, according to TripAdvisor. This Michelin-starred venue by Chef Óscar Molina serves creative Mediterranean cuisine with seasonal Ibizan ingredients. One of the highest-rated romantic hotels is Pure House, offering a peaceful, secluded setting in 12 hectares of private countryside just five minutes from Ibiza Town. 

2. Bruges, Belgium

Bruges is the second-best destination for a proposal, situated in West Flanders, part of Belgium’s Flemish Region. The city is centred around the UNESCO World Heritage-listed Historic Centre, where visitors can explore medieval architecture and picturesque canals.

Bruges offers a variety of memorable proposal settings, including the famous Christmas markets, Minnewater Lake or one of the many romantic bridges. 

For a memorable dining experience, Bij Koen & Marijke, a family-owned steakhouse, consistently ranks among Bruges’ top ten restaurants.  Relais Bourgondisch Cruyce, Bruges’ top hotel for romance, promises an elegant and characteristic stay, perfect for a special getaway.

3. Venice, Italy

Venice is the third-best romantic destination for a proposal. Located in northeastern Italy, the city is famed for its canal network, built on over 100 small islands within a lagoon in the Adriatic Sea.  Landmarks such as Doge’s Palace, Basilica di San Marco and the Ponte Di Rialto are consistently top attractions for couples, according to TripAdvisor. For a truly romantic experience, consider a gondola ride, particularly at sunset or under the moonlight.

When it comes to dining, Bar Gondola is a highly recommended spot. Located next to the Rialto Bridge, this welcoming venue is a local favourite, known for its delicious cocktails and lively atmosphere. For those seeking a quieter experience, La Vacaria is a popular steakhouse nestled in the Dorsoduro district of the city. 

For a romantic stay, Hotel Moresco is a top choice in Venice. It boasts idyllic views over the Rio Nuovo canal and features elegant and warm interiors. The hotel is conveniently located less than a 5-minute walk from Piazzale Roma.

4. Dubrovnik, Croatia 

Dubrovnik, often referred to as the “Pearl of the Adriatic,” is the fourth-best city in Europe for a proposal. Its impressive medieval Old Town, dramatic sea cliffs and crystal-clear blue waters create a picturesque setting for any photo opportunities.

Top things to do for couples include a sunset kayaking tour, which offers a unique perspective of the city walls and typically includes a beach wine tasting experience. For a romantic restaurant and truly unforgettable experience, ‘Dinner In The Sky Dubrovnik’ offers unique dining 50m above ground with breathtaking panoramic views.

Accommodation options for romance include Heritage Villa Nobile, a highly-rated boutique hotel with six uniquely themed rooms, with an excellent location near Old Town and Pile Gate. St. Joseph’s, another boutique hotel, provides elegant rooms within a charming 400-year-old townhouse, situated right in the heart of Dubrovnik. 

5. Florence, Italy

In fifth place is Florence, the second Italian city in the top 10. Top locations for a proposal include Piazzale Michelangelo; perched high above the city, this offers panoramic sunset views that paint the sky behind the Duomo and the Ponte Vecchio. A ‘renaioli’ boat tour on the Arno River is a romantic and memorable way to see the city’s top attractions, creating a private moment to remember forever.

Florence’s culinary scene offers a range of romantic dining experiences. Ristorante Taj Palace, top on TripAdvisor for romance, provides a delightful menu inspired by North Indian cuisine. Meanwhile, Osteria Cancello Dei Macci offers an authentic taste of traditional Tuscan dishes in a cosy atmosphere.

For accommodation, Hotel Milù stands out with its central location, offering guests stunning city views from its rooftop terrace. This hotel blends classic Florentine design with modern amenities, ensuring a comfortable and luxurious stay for those celebrating love in this enchanting city.

6. Athens, Greece

Athens, Greece, ranks as Europe’s sixth-best city for proposals. Inundated with ideal proposal opportunities, from a magical sunset at the Acropolis or the secluded Anafiotika village, to a serene picnic on Philopappos Hill.

For a unique Athenian tradition, visitors can watch a film at Cine Thisio, an open-air cinema with views of the Acropolis. Top dining options for couples include Malvazia, offering Mediterranean cuisine in a cosy, atmospheric setting.

For accommodation, AVA is the top-rated hotel for couples, according to TripAdvisor, offering spacious suites near iconic monuments like the Parthenon and Zeus Temple. Alternatively, MET34 provides a modern, luxurious haven in the city centre. Many hotels and wellness centres also offer couples’ treatments, including massages and thermal baths.

7. Edinburgh, Scotland

Edinburgh is the seventh-best city in Europe for a proposal. Its blend of moody gothic architecture, rolling hills and the rustic Old Town creates a deeply romantic atmosphere with intimate spots and stunning landscapes. Couples can enjoy romantic activities like hiking Arthur’s Seat for breathtaking panoramic city views, especially at sunset, or a more relaxed exploration of Calton Hill. 

For a romantic stay, Ocean Mist Leith, a hotel and bar located on a permanently berthed boat, takes the top spot. This unique hotel offers a blend of nautical elegance, luxurious amenities and friendly, attentive staff, with easy access to local attractions and the city centre. Following closely is 24 Royal Terrace, situated on an iconic Georgian terrace with incredible views. 

8. Rome, Italy

Rome is the eighth-best city in Europe for a perfect engagement. It offers an ideal romantic escape, boasting ancient ruins, charming cobblestone streets and refined food and wine.

Evening walks uncover some of Rome’s most iconic landmarks, including Ponte Sant’Angelo, Ponte Sisto, Via dei Fori Imperiali and the Colosseum, which illuminates as nighttime falls. The Trevi Fountain and Spanish Steps are also must-sees, ideally visited early morning or late afternoon to avoid crowds.

9. London, England

London is an ideal destination for a romantic escape, ranked as the ninth-best city for a proposal in Europe, offering a blend of historical charm, world-class culture and contemporary experiences. 

Popular romantic spots include watching the sunset from the London Eye, The Shard, Primrose Hill or Sky Garden. Evening entertainment options range from catching a West End show or enjoying a River Thames boat cruise to visiting a chic rooftop bar.

For dining, options like SUSHISAMBA, Duck & Waffle and Hutong offer incredible views. Additionally, establishments like The Spice Indian Restaurant and The Park Room are celebrated for their incredible food, service and ambience, making London an excellent choice for a romantic getaway. The city also boasts highly-rated hotels for couples, including Brown’s Hotel Mayfair and Hotel 41, both known for their prestigious locations and luxurious amenities.

10. Lisbon, Portugal

Finally, Lisbon, Portugal, ranks tenth in Europe for proposal destinations. Romantic activities include a sunset sailing cruise on the Tagus River, complete with sparkling wine, or an intimate Fado music performance during a traditional dinner. 

For dining, Ponto Com Sabores, an Italian-Portuguese-Brazilian restaurant, is highly recommended for its diverse cuisine with fresh ingredients. 

When it comes to accommodation, the Corpo Santo Lisbon Historical Hotel is a great option for couples. The 5-star superior hotel near the Tagus River provides excellent service in a refined setting, showcasing historical artefacts, including a part of the 14th-century Fernandina Wall.
